A good example to that is China. China actually attempted to protect their workers from the expenses of America by keeping their tariffs protected while America on the other hand lowered theirs. Some countries did overload their industries with regulations that are not only expensive but obnoxious as well.
Populism only takes the side of the people. They do not care if the person who is running has a lot of disadvantages. Whether they know about it or not, just the fact that he is whom the citizens want, they are going to support it. That is what populism is about in a nutshell, simply following what others think.
